Telegram is set to hold a second pre-sale for is eye-popping ICO. The company could raise as much as 1.6 billion before opening it up to the public. Many funds are now sitting out the sale as this now appears as a high risk, high reward gamble and it sure does not helps that the crypto world as a whole has not had the most stellar beginning to the year.
