Allah's mercy means rain. After sending rain, He also spreads it. The remarkable thing is that He recognizes rain as His mercy! Every phase of our life happens by His mercy and grace. Everything, big and small, happens by the grace of Allah. Our life and all the means of sustaining life are all His mercy. No believer in Allah has any room to disagree with this. But has Allah expressed His mercy in everything like this? Regarding rain water, Allah says, "We send down blessed water from the sky, then We bring forth with it crops of which people eat. And We create tall palm trees, bearing clusters of grains.
