Di banyak organisasi sering kita temui, seorang pimpinan di level bawah, menengah, sampai level atas menciptakan ketergantungan sistem organisasi. Tujuannya adalah melanggengkan kekuasaan agar roda organisasi tidak bisa berjalan maksimal tanpa kehadiran pejabat bersangkutan.

Dengan kondisi demikian, pimpinan tersebut akan selalu dibutuhkan. Ketergantungan itu sengaja diciptakan untuk menaikkan posisi tawar. Kalaupun perjalanan waktu membuat dia tidak bisa bertahan di posisi tersebut, dia memiliki posisi tawar untuk menempatkan orang-orangnya atau untuk mendapatkan posisi tertentu di level lebih atas.

Ini bukan tindakan terpuji, sudah tentu. Kita bisa menemukan modus seperti itu di mana saja, dalam lembaga apa saja, baik perusahaan swasta maupun lembaga pemerintahan. Untuk memuluskan kepentingannya, orang seperti ini memiliki beberapa pengikut untuk bekerja sama.

Namun, karena komplotan ini terdiri dari orang yang hanya mengeruk keuntungan, ikatan di antara mereka sangatlah rapuh. Ketika peluang mereka sudah tertutup, ketika mereka masuk dalam masalah besar, satu persatu pengikut akan melepaskan diri.

Untuk menghindari terganggunya roda organisasi, sebaiknya orang seperti ini tidak diberi kesempatan sejak awal. Kalau sudah mendapatkan jabatan dalam waktu yang lama, maka orang seperti ini bisa menciptakan masalah yang lebih besar yang bisa merugikan perusahaan.

Bila sistem organisasi sudah berjalan dengan kuat, orang seperti ini tidak bisa berbuat banyak. Biasanya, orang licik seperti ini bisa berbuat seenaknya dalam sebuah organisasi yang masih mencari bentuk, sistem yang masih rapuh, pengawasan lemah, dan dipenuhi orang-orang yang mengutamakan kepentingan sendiri dibandingkan tujuan organisasi.
