WP-config in Wordpress

Does Wp-config need to match Site_meta or wp_users or both. I am having a heck of a time getting my super admin back. Can't add plugins. Anyone have expertise in this field?

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
